Under the eBay Buyer Protection Policy, if we resolve a dispute in the buyer’s favour, we will refund the buyer for the cost of the item and the original shipping as described in the applicable eBay Buyer Protection Policy, and we will require the seller to reimburse us for the refund.

We have posted an updated eBay User Agreement to require sellers to provide us with a reimbursement method on file. Key highlights as follows:

-For transactions paid with PayPal, sellers agree to allow us to remove funds from their PayPal accounts to reimburse buyers.
When there are insufficient funds in PayPal accounts, transactions are not paid with PayPal, or when PayPal is not the reimbursement method of a seller, we will require another reimbursement method.
-If sellers do not provide eBay with a valid reimbursement method, we may collect amounts owed using other collection mechanisms, including retaining collection agencies.
-We may also suspend or restrict sellers from trading on all or relevant eBay site(s) until full rimbursement is made.

You don't need to do anything to accept the new User Agreement. If you don't wish to accept it, please refer to the Help page for instructions on how to close your account here.

We also wish to remind sellers who list their items for sale internationally and/or otherwise offer to make their products available to buyers in other countries that the eBay Buyer Protection Policy of the site where the buyer buys the product will apply to that transaction.
